It doesn't seem to have affected their actual PR or traffic, which makes the slap a bit pointless. Anyway, as Betshopboy said, PR these days is pretty much irrelevant. Eventually I'd expect Google to penalize sizes doing paid posts and link exchanges in search engine results, which will be far more serious.
